In 2003, Leavitt was appointed by President Bush as Administrator of the Environmental Protection Agency, and in 2005, he joined the Cabinet as Secretary of Health and Human Services where he administered nearly 25 percent of the entire federal budget and 67,000 employees.
A talent for systematic innovation and information technology threads itself throughout Leavitt's career as demonstrated by his handling of the Medicare Part D Prescription Drug Program, one of the hallmarks of his HHS post. Leavitt's vision lead to a plan that provided millions of seniors with a new prescription drug benefit that saw enrollments increase, lower prices, and high satisfaction among seniors.
