Michael Brown served in both administrations of President George W. Bush. He was the first Under Secretary of Homeland Security from 2003-2005, and the Director, Deputy Director and General Counsel, Federal Emergency Management Agency, from 2001-2005. Michael holds two Presidential Commissions. He was a member of the White House Consequence Management Committee following the attacks of 9/11. He chaired the White House Transition Team for Emergency Preparedness & Response, Department of Homeland Security. Michael was a member of the National Security Council’s Deputies Committee.
He has a broad perspective on a wide variety of homeland security issues since he is the only Presidential appointee to have served in a legacy agency and on the transition team to create DHS then as the Under Secretary in the newly created cabinet department. National Security Advisor Condoleeza Rice and Deputy National Security Advisor Steve Hadley wrote that Michael’s participation was particularly critical after the attack of 9/11.
During his tenure in the Bush Administration Michael served as the representative to NATO’s Civil Emergency Planning Committee. He worked on various matters in Russia, the European Union and its member nations, and throughout Southeast Asia. He represented the United States in Thailand, Indonesia, Sri Lanka and other nations affected by the 2004 tsunami. He coordinated the deployment of medical and rescue teams to Bam, Iran after that nation’s devastating earthquake, the first such teams to enter Iran since the Iranian hostage crisis.
Michael has appeared on all broadcast television news programs (ABC, NBC, CBS, CNN, MSNBC and Newsmax) and is a frequent guest on the Fox News Channel and Fox Business Channel.
Michael is the author of Deadly Indifference: The Perfect [Political] Storm in which he poignantly describes the role of politics in a risk-averse society facing natural or manmade disasters. He has traveled around the world speaking on issues of homeland security, crisis management and personal resilience. His favorite topics are resilience (personal and corporate), crisis management (personal and corporate), and on matters of homeland security and national security. He is a graduate of the University of Central Oklahoma and the Oklahoma City University School of Law. Michael has been an adjunct professor of law at the OCU School of Law and the University of Denver School of Law where he taught courses on legislation, state and local government, and national security. Michael is a co-owner of The Blue Cell which provides homeland security and emergency management training and exercises to clients across all fifty states.

Our session with Michael and some of the senior most industry leaders on supply chain was very insightful. He was able to bring to a new perspective to an already seasoned crowd of decision makers. He didn't mind the probing questions and was able to provide valuable feedback to the audience on "what they can do, differently". We'd like to have him back regularly to get a fresh perspective.
